Russia maintains a system of free education, guaranteed by the Constitution to all people. The Russian Ministry of Education is responsible for elementary, secondary, and professional education while Russia has responsibility for science and higher education for the Ministry of Education and Science. In the existing framework of federal legislation, regional administrations govern education within their domains. With a proportion of 54 per cent, Russia has the highest college level or above graduates in the world. Pre-school education is well advanced in Russia, with approximately 45ths of children aged 3 to 6 taking part in daycare facilities or kindergartens. Nine years of schooling are mandatory. It begins at the age of 6-7 years and is certified as basic general learning. For the secondary level certificate, a further two or three years of schooling is necessary and about seven eighths of Russian students continue their education beyond this level. Admission to a highly competitive higher education school is selective: first-graduate courses are generally five years old. Moscow State University and Saint Petersburg State University are the oldest and largest Universities in Russia. There is other twelve renowned federal universities around the country. Russia is the sixth-leading destination worldwide for international students according to a UNESCO assessment in 2014.
